A quick search for James Veare on Ancestry.co.uk showed several results for him, if you haven’t search Ancestry then I think you would find that rewarding. However you specifically asked about newspapers. I did a quick search of the British Library 19th century Newspapers and nothing obvious appeared for James Veare of Portsmouth. The new British Newspaper Library website might be worth searching, there is a link on the main MadAboutGenealogy website page. This is a pay website, but you can buy 72 hour access for quite amodest sum.
